Barker was an English landscape painter, who was associated with the Norwich School of painters. He excelled in pictures of nature and was particularly rated for woodland scenery and waterfalls.
He exhibited at the Royal Academy in London in 1821 and 1822, and frequently at the British Institution and the Suffolk Street Gallery up to 1873
